    cronyism and pork barrel are two different things. sa admin ba ni noynoy hindi nangyari ang cronyism? garapalan pa nga di ba siya daw maglalagay ng tao nya.

    perfect analogy and comparison is what happened to the country after marcos. we are the one to be blame for this no doubt. given: hacienda luisita, pork barrel, carp+sdo, armm. bahala si Corona dyan solved na mga yan.

    don't forget marcos is against seditious acts and that's punishable by death in a democratic state.

    'tuloy ang laban' sino kalaban e wala na si marcos?

    ......naging magkaiba lang ng magdeklara na ng martial law si macoy para masolo na niya ang lahat..

    wala na nga si macoy pero lang lamat at pilat ng mga katarantaduhan at kasalbahiang pinaggagawa niya noon ay mananatiling nakatanim sa isip ng mga pilipino..

    hindi dahilan ang pag may ipinapakita kang mabuting gawa ay pwede ka ring gumawa ng masama..



    huwag lang magananakaw si Pnoy at ipagpatuloy lang niya ang kanyang ginagawa okey pa rin siya sa amin.

    According to the American writer William Safire, the term “pork barrel” is derived from a practice of pre-American Civil War days in which masters would give their slaves slated pork in barrels. Wrote a U.S. journalist in 1919: “Oftentimes, the eagerness of the slaves would result in a rush upon the pork barrel, in which each would strive to grab as much as possible for himself. Members of Congress, in their rush to get their local appropriation items…behaved so much like Negro slaves rushing to the pork barrel.”
    Prof. Paul Johnson of the Auburn University Department of Political Science defines pork-barrel legislation as: “Appropriations of public funds by Congress (or other legislative assemblies) for projects that do not serve the interests of any large portion of the country's citizenry but are nevertheless vigorously promoted by a small group of legislators because they will pump outside taxpayers' money and resources into the local districts these legislators represent. Successful promotion of such pork-barrel legislation (often through skillful logrolling) is very likely to get the legislator re-elected by his constituents.”

    Wag na rin kayong umasa na aasenso ang Pinas sa term nya! Ang problema dyan ay kahit sinasabing wala ngang corruption sa term nya pero nagaacumulate ang interest sa inutang ng Pilipinas. Hindi nya inaadress kung papaano makaka-hatak ng investors. Ayaw nyang makipagkompitensya sa mga kapit bansa nya. Basta sya ay uupo na lang at titingala sa langit ng pagpapala.

    The congressional “soft” and “hard” projects are definitely far departures from the original American pork barrel system and from the practice of the old Congress before it was abolished by Marcos.
    The Priority Development Assistance Fund (PDAF), known throughout the nation as the “pork barrel,” encourages graft by providing money for unsupervised discretionary spending. The PDAF pork barrel is only the tip of the iceberg, however, because these special development funds represent only about 1% of the national budget, and the budget process allows even greater misappropriation.
    Corruption is institutionalized by the Priority Development Assistance Fund allocations to lawmakers, and on an even larger scale, by the normal budget process which allows legislators to pad the departmental budgets and then manipulate contracts to funnel funds into their pockets. Critics claim legislators grow rich under this system, and personal profit, not service to country, motivates many individuals to run for Congress. Such institutionalized corruption is bleeding the Philippines of funds desperately needed for national development.
    The Filipino Nation is waiting for a presidential aspirant or a congressional candidate to make a promise, admittedly difficult to keep but not impossible to realize, to abrogate totally the Pork Barrel System also known as CDF and PDAF, and not replaced with any new name.
    Recall that during the 2010 electoral campaign, when then Senator Noynoy Aquino was asked about the details of how his pork barrel was disbursed, Aquino declined to do so. Why? If there is nothing to hide, then it shouldn’t be a big issue to reveal how the pork barrel was disbursed.

Here's the breakdown: P46.8 billion healing of Edsa I, II and III funds; P5 billion Kilos Asenso Fund, P3 billion Kalayaan Barangay Program Fund; P3 billion Calamity Fund; P2 billion Contingent Fund; P650 million Malacañang Intelligence Fund; P1.2 billion Pagcor Social Fund; P500 million Pagcor Intelligence Fund; P3 billion PCSO Charity and Lotto funds; P15 billion DPWH projects fund; P5 billion road users' tax fund and P500 million Meco fund.

    All of the above are lump sum funds disbursed upon approval or directive by GMA, with complete discretion as to the amount to be paid and as to the beneficiaries or recipients.
    Kailanagan brod na gastusin ang pork barrel at hindi katulad ngayon na ibinabaon yata sa lupa. Palagay ko naman alam sa economy na kailangan ng stimulus. kapag walang stimulus ay walang growth. Alam mo yan dahil ginagawa rin yan sa US. There is nothing wrong with that largest pork barrel by GMA kasi recession nuong panahon na yon at kailanagan ang stimulus para umikot ang pera. Gusto ny0 naman kasi wag ng kumilos ang gobyerno eh. maupo na lang ng walang ginagawa. Yan ang style ng amo mo ngayon diba?

    The new Kilos Asenso, Kalayaan Barangay Program and Healing of Edsa wounds funds do not have any working guidelines as of the time the budget was submitted.

    Budget Secretary Romulo Neri was fumbling in a radio interview when asked for details. All he could say was that the Kilos Asenso Fund was for “productivity enhancement projects” submitted by local government projects and that the Kalayaan Barangay Fund was for “productivity convergence funds” for rebel-infested or -influenced barangays. If so, the Kilos Asenso Fund should have been specified in the Department of Interior and Local Government budget while Kalayaan Barangay Program Fund should have been integrated in the Department of National Defense (DND) budget. The words “productivity enhancement” can mean anything, including travel and training.
